I got a winged nazgul but i don't know what paints to use or what steps to do for the elven shield on its base.

I have never painted Galadrim shields, but I'd guess a mixture of bronze and gold for the base color, and then gradually brightening up the mix would work. I would advise you to check the WIP forum for people who paint Galadrim, and copy their colors of choice.
