okay, that's very good. i'll try to make you a list then:

Theoden's Host
Eomer + horse............................85
Rohan captain + HA, shield...........55

24 Warriors of Rohan...................184
- 8 with bow
- 8 with shield
- 8 with shield, throwing spear
12 Riders of Rohan......................164
- 4 with throwing spear
- 4 able to fire bow
- 4 carrying shield + hand weapon
1 Rohan Royal Guard + th. spear..12

you only have to buy the riders, but in a rohan force you will need them anyway. you can swap the captain and RRG for Eowyn with armour and and a banner bearer.

The list that Ironfoot suggested is very good i would use that one. However if you cannot afford the 2 boxes of RoR ( i know how that feels ) then thats okay you can just edit the list to your convenience. For example if you choose not to get ANY RoR i would just get rid of the captain take away eomers horse and you've got your force! Just remember to try and keep the points fair between you and whoever you play
