The only thing I differ from you is that I do not think that tere is a difference beweeen Khandish and Varaigs, either all officiak Khand, or all Dunledings, niot a mixture.

Yeah, I think I agree. But under Khand there can be a greater variety of troop types. That might make it more interesting to field a "Khand" army, because right now it's very limited.

Anyway, I don't expect to be able to expand on this until November, but if anyone playtests the rules I'd love to know whether you think it's balanced. Particularly interested in orcs vs elves :)
