It's a minis skirmish ruleset based on the Decipher Lord of the Rings RPG. There are several more documents, spread around the universe featuring bits and bobs of the rules. It's not complete. There's bits missing. The game assumes you'll have access to the Decipher rulebook and the Bestiary to check out the monster stats.
But if anyone wants to take this and play with it, be my guest.
