The eagles would be seen, as has been said. However, The more power you have the more power the Ring tries to exert on you. Tom was a special case because he was MORE powerful than Sauron to begin with, and he was truly incorruptable. His losing the Ring just goes to show that it doesn't effect him at all, because his level of power is so great that it outmatches the Ring.
