could you use Warriors of Minas Tirith that have been converted using green stuff for the addition garments and coats as Osgiliath Veterans? All I noticed between the two is than OV has some extra cloak on their shoulder or waist and could easily sculpt some WoMT to look like them.

I don't see why not, if you do take lots of pics and post them, I might have a go myself!
