We've been going back and forth on the Grey Company Special Rule for the Arnor Army in the WoME - KoM Rulebook. The confusion is due to the fact that it lists Dunedain and Rangers of the North as "Independant Heroes", but then says that they must be included to "upgrade" a Ranger of Arnor to be a Grey Company Warband. We interpreted this to mean that the Independant Heroes have to still be in their own Warbands, but can then allow the bow limit of the Army to then be broken.
