Need a lot more info. What units do you have access to? What are you asking? General model information for the best? Ideas?

Ok next. What armies are you preferential to? Harad, Umbar, the Far East, Isengard, Mordor, or Moria?

How many points roughly are you going to be making of the 1700?

To start off with I think getting some more Uruks and Mordor Orcs would be the way to go. Get the generic captains for orcs will be fine. Uruk captains are good but the named heroes are preferred by most people.

I'd follow up with at least another 12 or 24 moria goblins and get Durburz (the original goblin king).

For elites a troll (any kind) would be good. Would be handy to have 2-3 in the whole army if you can get that many together, the more the better.

For leaders I'd be looking at Saruman or a ringwraith. Mounted is better, fell beast is obviously the best.

Its a custom scenario in which good and evil are attempting to control Antioch, a ruined city in the middle of the gameboard. There are a few custom rules to fit the scenario, like how to control Antioch and Prideful Warbands, where a select warband of your choice can hold 18 troops instead of 12.

So it's the crusades with orcs as the Christians and the good models as the Islamic forces.

Not really. It's all about strategic placement. Gondor, Lotlorien, Misty Mountains, Rohan, Isengard... all reachable from the city. Nothing religious.

Pretty sure he was making a joke. They way you described the scenario did sound an awful lot like the Crusades, not to mention "Antioch" was a city taken during said Crusades.
