Measurements are always base-edge to base-edge.

I ask because some guy told me cavalary bases are too big and so it would make no sense to use a banner with them. Does that make any sense?

That would be a pretty big game flaw, and if not fixed nobody would be buying cavalry with banners. So I think it's "some guy" who isn't making sense :)

Measuring is done base to base. What I think he means is that cavalry bases are so big, compared to infantry bases, that you can't fit very many warriors into the range of a banner and since cavalry also tends to be more dispersed adding a banner bearer to a group of cavalry doesn't make very much sense. That's what I believe he was saying.

However, there is nothing to stop you from using a cavalry banner with infantry, if you ever want that little bit of extra reach. Also, the mobility means you can move it exactly where you need it. You do need to be careful if you want to do that though, as I don't think they can pass the banner on when they are on horse.
