From what I can tell...

Pro's and Cons for Riders of Rohan

Pros
- Shield & Bow included in wargear
- Do not count towards the 33% bow limit (so you could fundamentally field an army of mounted bowmen)
- Can have upgraded fight value if you take Ekenbrand too.
- Can be given banner
- Can be given throwing spears
- Expert rider special rule

Cons
- Cost the same as heavy cavalry
- Not as heavy hitting as Gondor or Dol Amroth knights
- No lances
- Lower defence than other cavalry

In addition to the above:

Pros
One of the cheapest cavalry options in the game.
Expert rider makes them horse archers that get a benefit from having a shield, also great for jumping obstacles or similar.
Have some of the cheapest heroes which helps balance the cost of cavalry units.
8 inch throwing spears are great for harassing infantry if you can find the points for them.
Can be bulked out by cheap rohan foot warriors to help with numbers.

Cons
Like any cavalry army they take time to master, but they are very rewarding once you've got the hang of it.

Where is this indicated, in a FAQ? Where can I find this and what are the conditions??

Another pro is that you can now buy them much cheaper than they originally were in 80% of wargaming/hobby stores or online!

Ive seen them go in large lots for $2 a piece before primed or new lol. Fantastic

That is, I suppose, one good aspect about LOTR-SBG 'dying out', because with less people playing, less people want to keep their armies - likewise, less people are buying from stores. I had a local Hobby store last year sell boxes of riders (Gondon and Rohan) for £8 each where they had just sat in the discount section for a couple of years with no interest.
