I'm just getting into the hobby and deciding what army I should choose to build. I've been making a few theoretical lists at the 500pt level, but i'd like to know what the most common max points used in tournaments is. This is because it will influence the models/composition I choose to invest in, e.g Elrond instead of someone like Erestor if higher point games are more common. Also what is the average game time for varying points levels e.g 300, 500, 700?

I think 500 is the most common, both for tournaments and regular games. Next would be 600 or 650 points. Then 750, then 1000.
