Then it works on Ringwraiths riding Fell beasts?

I'm pretty sure it does
It dosnt work on mamuk's because it specificly states magic doesnt work on the mamuk
The FB is a mount and so it can be used

The fall will still be a standard thrown rider test and a maximum of 1 S3 hit, so nothing to worry about. The point at which the rider sits has nothing to do with the number of hits in this case.

I always thought that the damage was worked out like they fell from a wall or off a ladder so it would be 1 s3 hit per inch fallen. Guess I was mistaken, but still the nazgul loses a 75point mount for one will point. That's what I call getting your money's worth!

Considering that the spell casts on a 2+ AND Radagast gets a free point of Will a turn, you REALLY get your money's worth.

I thought that too.. Till now every time I used the spell on a fell beast I used a ruler to count the distance and it was 4-6 S3 hits.
That way if used it on a ringwraith I had 4-6 chances to roll a 6/4 and wound the model at the cost of a free will point for a 2+ spell. Was i playing it wrong?

It's a standard thrown rider test, nothing more. This rule has nothing to do with rules for falling off cliffs when climbing or when being pushed off in a fight. Why? Because that would be a silly thing disallowing conversions - I've seen a number of Fell Beasts that are modelled landed (to gain greater advantage from In The Way rules) and would then only suffer 1 or 2 S3 hits and I've seen Fell Beasts mounted onto such bases that the rider is 10 inches high. It needs to be standardised and it is.

While I completely agree with Blackmist on this (shocking, I know), it's strange how the falling rules are set in stone, but the In the Way/Line of Sight rules depends completely on how someone decides to convert their models

Falling off a mount can be standardised because the effects only apply to one player, no matter how they convert their models, however LoS changes caused by conversions apply to both players.

If your Fellbeast is modelled on the ground it can hide behind lower terrain and is better sheltered from hostile charges and shooting, but cuts your Wraith's LoS for spells and charges too, and the opposite is true if it's very high up. Conversions like this are always a double edged sword, advantageous in some situations, detrimental in others.
