In the rules it says fell beasts are just like normal cavalry but with a few changes. Fell beasts profile also states that it has 2 attacks. Does this mean that is uses it's attacks instead of the nazgul? Or does the nazgul add its attack to the fell beast meaning it has 3 attacks, and 4 attacks on the charge?

As with all cav, you use the best stats of either the mount or rider. So 2A base and 3 on the charge.

Khamul can only increase his stats, not the fell beasts (see mordor FAQ). So he could boost to two attacks base + 1 for charging so 3. Which is the same as the FB gets normally so a waste of will.

To much of a nerf IMO. Basically means his essence leach is reduced to half of what it normally accomplishes. You should never be nerfed when paying for an upgrade.
And before anyone jumps all over that statement look at the KoU. He gets full access to his specials when he takes a beasty and as he's a lesser Wraith he shouldn't ever be better than Khamul or the Witch- King

Khamul can never be described as "nerfed"
He can be Fight 6 and beat most heroes
If dismounted he can still have 2 attacks
