Over the shoulder into a fight

Is it possible for a good model to shoot over the shoulder into a fight. For example if a rohan warrior was fighting a mordor orc could a second rohan warrior that not in the fight and behind the first one shoot over the others shoulder.

No, it isn't, combatants are expected to be in constant motion there would still be a risk. The rules do not allow for it.

No, a good model can't. It's written on page 34 of the Hobbit Rulebook. Only Legolas can make one shoot in melee, due to his special rule.

Can you over the shoulder at the spear support for a different fight?

You cannot "over the shoulder" through a combat. So if the shot would pass through any combat you cannot take the shot as a good model
