I'm with Drugluin, they don't look LotRish. The best alternatives IMO are made out of LotR plastics. Here are but a few examples:

Gundabad Blackshields: Moria Goblins w/shields
Black Numenoreans: WoMT
Warriors of Arnor: WoMT w/ shields 'n' spears
Riders of the Dead: Riders or Rohan
Citadel Guards: WoMT
Mordor Uruk-hai: Uruk-hai Scouts/Warriors
Dead Marsh Spectrs: Last Alliance Warriors and Mordor Orcs
Corsair Arbalesters: Corsairs
Uruk-hai Crossbowmen: Uruk-hai pikemen
Ruffians: Mordor Orcs / Rohan Warriors
Wild Men of Dunland: Mordor Orcs / Warriors of Rohan
Dunleding Warriors: Rohan Warriors / AotD
Barrow-wights: AotD
Khazad Guard: Dwarves with 2-handers
Foot SKoDA: WoMT

For Ruffian archers, take a look at the Perry brothers site, the folks that brought us most of the LOTR designs. Their War of the Roses peasant archers might do just the trick...(are those helmets, or Peruvian ear warmers? Authentic, no doubts). You also get Pikes that should do for Men at Arms at Dol Amroth. I admit, for LOTR I do better like the designs they made specifically for LOTR.
