Ar-Pharazon neds to cost a more, even with Broken Mind, as Master of /battle is a very expensive special rule, about 40-45pts I think.

The Guards looka bit underpowered, but could be balanced - and what is a testudo shield?

The Uruk Slaughterer (much better than beserker Captain) looks good, but a) how much does he cost? b) Coourage 8 means autopass courage tests, which shouldn't be a good idea.

alternately a +1 armor save and an in the way test for shooting attacks. I am not sure the large shield would give a + 2 in normal hand to hand. However, only Roman infantry with short swords would ever be able to strike blows in Testudo formation. It is generally thought of as totally defensive. All shieding all of the time. The Formation was used in the Two Towers when the ram was brought up to force the gate at Helms Deep. The shields also looked larger. There is a precedent from the movie for a Testudo shield.

I was thinking WH Ancients and miss spoke. a +1 defense bonus instead of a defense +2 for hand to hand.

You could make it similar to a corsair pavis or whatever its called. +3 defense to shooting but +2 in combat, that would balance out the profile if it included a shield.
The basic profile as is should be a point lower. Comparing them to high elves they have worse stats for a higher price, but then again I don't know how many points body guard is worth.

If that precedent has been set then I agree. I think normal pavies should count as an in the way test because they are basically a movable small wall. It is always better to go with an existing rule rather than add exceptions. There is no rule for striking the unshielded side of a model so adding defense would be consistent.

Maybe a special rule making them gain a +3 to d if 2or more are side by side bases touching, otherwise just the normal +1.
I like your idea with the pavies but logically it would be kind of weird if the model was directly behind a wall, but you still had to take two tests.

Broken Mind on Ar-Pharazon doesn't quite make sense, canonically. He was power-hungry and thought he was entitled to immortality. I'd give him a Fight value and Courage equal to Elendil, and his "Numenorean" heavy armour is redundant as Numenorean nobility has base Defence of 5.
