Sorry mate, looking to get an opinion on whether this is a power gaming list, thought I put that in there. If it is thought to be I will verbally abuse my friend who brings this list to our club night. His right to do so of course, but I prefer playing for the fun, and not to sit there and get vollyed by 17 orc bows every turn as he backs up.

I'd say that's irritating, but not power gaming. He has some major heroes, and you don't have to spend that much. Nearly any army could field as many volley shots. Also, you can shake him up by using different scenarios that force him to use different tactics.

But if that's the only way he wants to play, take an all-GC army and beat him at his own game. Don't take any major heroes, just the obligatory quads of RoN and 4 RoA. You'll get 60+ volley shots, and you'll get direct fire while he's still volleying. When he cries, then say "Now, wouldn't you rather play something *interesting*?" :)

The actual tactics behind using the army have nothing to do with powerplay, it's the army composition that counts. Backing every turn is pretty standard in any semi decent player's book if that will lead to victory (although 17 orc bows are pretty worthless, so I don't see the point in that - it's not like you have 17 elven bows).
The list itself is pretty weak in my opinion, can't say he's powergaming (especially with a Spectre, Orc Shaman and a Goblin Shaman in the mix - that's some of the most unefficiently spent 150 points I've seen in a while).

In one case it was to kill a king, and he just kept volley firing close enough to my hero that he could scatter onto him, coupled with some bad rolling led to no fate and a wound. We already have someone who plays GC almost every time.
I was thinking more maneuverability would be a good counter, but as was said, probably more scenario dependent.
