I believe you need to have the picture hosted somewhere on the inter-net already.

Then you can (in your profile) enter the inter-net address where the picture is.

Go: User Control Panel -> Profile -> Edit Avatar -> and paste a link off site for your avatar or you can pick one of the ones already there... and to upload one to the internet you can use something like Photobucket.
