I was just going through my bins of "spare" models and came across the Army of The Dead, of which I still have 19 unpainted (7 metal and 12 plastic) and I thought they might be fun to paint up and use. My only concern is, under the new rules do they only have 1 Hero? If so, then I can only use 12 of them total, correct? Seems a little daft, but it is what it is.

No. You can use any captain in the armylist to make a Warband. Doesn't have be the King of the Dead.

Are there not separate "sub" lists within each faction now? Or is it just Gondor, Rohan, Mordor, etc?

Pretty much as you say above. They are very broad.

So, for example, can Celeborn lead a warband of High Elves n heavy armour?

No, but he can lead a warband of Lothlorien Elves into battle with heavy armor. Same stats, but different models.

Dammit, I need to get my hands on these books to look at them. Closest GW is about 45 mins away, so it makes more sense to go there than it does to pay for shipping, etc. I just have to make the time, lol.

Go to the GW website, it has all of the individual lists in it. Under Kingdoms of Men you have the "sub" factions, so any Fiefdoms hero can lead the Dead.

No. You can use any captain in the armylist to make a Warband. Doesn't have be the King of the Dead.

The King of the dead and the Three hunters could for example lead 48 of the dead.
But why would Captain Bob of Gondor command any. The dead need a generic captain as well.
GW did not make a captain of the dead so they did not make a profile. There is no generic hobbit captain for the same reason. I can not take a legal force of Hobbits bowmen as allies to the only battle the hobbits fought out side the Shire. Why? I don't have an un named captain and the allied bow limit rule. I prefer not to make too many house rules but what else can you do?

Nah, I'm in Canada. Lovely place to live, but few gaming shops and expensive post. Low crime rate though, so you win some and you lose some... 8)

I actually have a Saturday off next week, so I'll not only be able to go into Mississauga to the GW there without hitting massive rush hour traffic but I'll also be able to duck in under the cover of rabid younglings. Hopefully I won't get the ever-feared "what army do you play? You should play Space marines!" :o

Do what I did.

Since a Hero can only lead a warband from its "faction" AND the AotD do not have a generic captain...use the Dol Amroth Capt instead.

Meaning; take a trooper of the Dead and convert him to stand out a bit and give him the stat profile of the Capt of Dol Amroth. If your concerned about the Capts special rule you can always switch the words around to mean the King of the Dead...or just leave the profile as is.

The Cpt of Dol Amroth is the same cost of a Capt of WoMT with a shield, though the WoMT Capt doesn't get the "banner" ability; which seems to be free for the Dol Amroth.
