He's the only one. It's not a common spell really. You've got Gandalf, Galadriel (both forms), Cirdan and the Shadow Lord (his pall of darkness is essentially the same thing but for evil). No one else has it

And only Gandalf and the Shadow Lord can bee mounted of those listed above
