Can I use the special rule if I have a wood elf spear and a elf bow.

Yes. Because you can normally shield when you also have a bow anyway. You just don't add the DV.

Yup, NR is right. If you have a shield and a bow, you lose the +1 DEF but can still shield, the same rule applies to a wood elf spear. 8)
