no, no they can't. There's copyright laws the prohibit such things, and liscencing agreements etc.
But of course you can use other companies models as substitutes, they're just not going to look the same. Myself I have been working with the Perry Twins War of The Roses line, and Fireforge miniatures for conversions and fiefdom variants. But that's just blending them in with the Gw line. Not trying to replace it.
