Are these not to scale with LoTR minis then? They may make nice... somethings if they're to scale and cheap enough!

Yes, they are about the same scale. They are both 28mm with realistic proportions. Coincidentally, I'm currently reading Shakespeare's War of the Roses plays!

If your a War of the Roses fan, I particularty like the King Richard III Rising from the grave, literally charging sword in hand on horseback through the car park tar mac! It can be viewed on the Perry Brothers site on the link above.

Aren't LotR minis 25mm? Or is it just that GW's 28mm WHFB stuff has undergone such scale creep that they're no longer really 28mm anymore?

LotR is officially 28mm "true scale." Warhammer is 28mm "heroic scale" and has undergone massive scale creep, as you suggested. Heroic scale is closer to 30-32mm, but is branded as 28mm out of tradition.

If LotR is supposed to be 25mm, it is just as "heroic" of a range as Warhammer. LotR was never advertised as 25mm and none of the models come in at that scale, but many gamers assumed it was 25mm as that used to be the common scale for historical miniatures with realistic proportions. 25 makes much more sense than 28mm (28 seems like an arbitrary number) but 25 was pushed to 28 due to universal scale creep. 28 became the new labeling standard. Very few ranges are still advertised, or produced, at 25mm.
