What to do if doing older versions of LotR, and in the scenarios warbands cannot be formed?

For scenario play, just setup as described is perfectly fine. If you or your opponent thinks it would be fairer, split your forces up and make your own "warband" where possible. Divide the regular troops up evenly between your captains & heroes then take it in turns to place these "warbands" on the field in the starting positions described in the scenario.
