Someone else will need to answer this as well. FOTR states that "These are daeron's runes, such as were used of old in moria.. here it is written in the tongues of men and dwarves... balin son of fundin, lord of moria".
So I am assuming that the top section are Daeron's Runes, the second half with dots on each end are the runes used by dwarves afterwards or in general. In either case, it is a translation, so not all letters are going to translate word for word - some have no purpose in english. I remember reading something about it being a translation before.. a long time ago.
