Tin is not magnetic. You have to do it the same way as plastic. I use magnets to hold metal riders on metal horses. Two of the small ones can easily hold a figure. The base bottoms will hold a 28 mm lead figure to a metal tool box or movement tray. The clippers are held in place by one of the 1/4" magnets.

I also use magnetic base bottoms to attach figures to alternate bases much like movement trays. Old WHFB 2/3" on 2"X 2" metal bases. A lot of people use them to mount alternate weapons on vehicles. I don't have examples I have not played 40K in years.

the 40mm magnetic bases are on 50 mm metal bases for a different set of rules. It is not a very good photo I just pulled one of the file drawers out. There are metal, mostly lead, and some plastic figures in that army.
