The skin of the drum looks like graveyard earth/GE + bleached bone highlighted with bleached bone and skull white. the frame looks like a base colour of scorched brown, and maybe highlights of GE and white.

Dvelan mud, yes. devlan is one of the most versatile washes.

After highlighting or before, it doesn't matter. if you highlight a certain bit, and you think it contrasts way too much, then bring in the wash and dampen the highlight colour a little.
