Thranduil's elk is a horse what has 2 wounds and lets Thranduil be strength five on the charge. It is not monstrous cavalry and yes Radagast on Eagle is the only way to get good monstrous cavalry. You can find the states in the There and Back Again book.

Gandalf used to be able to hop on an Eagle back in the day, but it's been a while since that was the case!
Thranduil's Elk is a tricky one: it's a fantastic option as mounts go, and the cavalry charge bonuses (and additional Strength) are great, but depending on what he's fighting, he may be better off on foot with additional attacks from his Bladelord special rule. If fighting against one or two opponents at a time and charging, stag's great, if vastly outnumbered, on foot would be better. It's worth getting the mount and try to hunt down enemy heroes - after that, you may have the Might advantage, enabling heroic moves to either charge or have the opportunity to dismount.
