I think your process sounds good, but consider just making a hood/cloak to take care of the difficulties with the head gear.

Maybe yoou could take a look at the haradrim raider conversion article ( http://www.one-ring.co.uk/phpBB2/kb.php?mode=article&k=487 ) and use the same technique (so you don't have to pay for those RoR and could just use ebob's spare horses by example).
