Enemy archer shooting at my cave troll. There are goblins in front of the cave troll. RAW implies an "in the way" role to see if the arrow hits a goblin. Common sense says the goblin isn't in the way.
Which is correct?

The "In the Way" rule. Remember the enemy isn't just standing there, but both the troll and the goblins are moving, jumping and crouching, and the archer doesn't have all the time in the world to line up the perfect shot either.

Yep, in the way. The rules are simple to prevent arguments about how much cover there is for each shot.
