ok i have just started sbg and want to make a scout Uruk hai force, apart from the Uruk scouts what other things should i take?
also are there any simple tactics i can use to make my army work well?

Warg Riders, Heroes (Lurtz, Ugluk, etc.), and maybe some Feral Uruk-hai would be good.

A pure Isengard Raiders list is difficult to use well, as there are no spears available. You therefore have to try and out-maneuver your opponent. A simple tactic would be to charge the Uruk-hai Scouts through the centre, and send Warg Riders round the flanks. There are many variations to this pincer tactic, which you're sure to pick up as you play.

You don't need Legions, but if you want to make a legal tournament scout force, it is advised.

I used a scout force a long time ago with scouts, feral uruks, warg riders, ugluk, vrasku, crossbowmen, gorbag and some bog standard orcs.

I seemed to get on pretty well with them.

You could take some Orcs with spears, but to do so "officially" you'd need a Hero to ally them. Grishnakh would be a good option, at least from a thematic point of view.
