Personally I would say its ok since, they technically did exist together at one point in time but I guess would could say its an alternate version where Saruman joined Gandalf after being defeated. Its touchy but I wouldnt ban it since its not really all that broken.
Page 5 of the Kingdoms of Men Sourcebook says that
''As a final important note- you can only have one of any named individual in your army. You can't have an army made up entirely of Aragorns!. The same is true if there are several different versions of the same hero- Sauron and the Necromancer, for example.''
So while you couldn't have Saruman and Sharkey in the same army, you could have Gandalf the White and Saruman. However, the sourcebooks all do encourage you not to do this and advise you to avoid mixing improbable characters such as Aragorn and Elendil.
