Yes. and range measured from the centre of the terrain.

Do you know though that artillery can never move but can only be placed in a defensible terrian feature, if that feature is fully inside your deployment zone. if that is all good, then its a great idea you have, becuase the defense bonus should give your trebs and alike a defense of 10!

The only problem though is that a Wilderness caster can really damage you.

Also be careful that you are limited by the number of Companies that can fire based on the size of the feature. This may not be an issue actually since siege weapons are generally much smaller in Company size than archer companies, but still keep in in mind. But when we had a game against some Dwarves, the Dwarf player split their Ballista into two separate formations so that they could place some into a defensible terrain and still have the number of Companies small enough to shoot all of them.
