Does anyone know if a formation uses a hero's courage even if it is lower than their's was to begin with. For example: Peregrin Took, Guard of the Citadel (Courage 3) joins a formation of Citadel Guards (courage 4) with no other hero there. To reiterate the question: If a hero with courage <x joins a formation with courage x, which courage value would be used?

That is what I would expect but then it also says on pg64

It seems to say that u ALWAYS use the hero's courage value. This creates a paradox however, because on pg29 it says
