In short, we don't know much about him:
• Holy tactician to see the heroic actions adapted.
• Maybe the epic journey is too much at this time.
• Denetor doesn't really like him.
• Andúril did not have the reforged sword at that time.

Having Gorfindel-style monsters for Rohan and Gondor can be interesting. Giving heroic action rules from a distance like Mordor's Chief Troll can keep the spirit of the troop leader.

I felt at this stage of his life, to give him a Hero of Fortitude, similar to Captains of Gondor and Rohan but with a higher MWF and more heroic actions.

I would give him MWF, is same as his father Arathorn. For Heroic actions - Strike, Strength, March and Challenge.

EDIT:

Sorry, misread the topic. Above is a profile I would use for a SBG scenario, for War of the Ring Thorongil would be an Epic Hero that could move between formations to inspire and to be where he is needed most.
