Perhaps the rule may be clearer if you make a distinction between optional and base wargear. A warrior will have all wargear which is listed in the base profile (whether sculpted or not), but only the optional wargear shown.

And who for god's sake would use the 8 guys without two-hand weapon in the dwarf ranger box then?

GW probably designed the ranger box set before the Khazad-dum sourcebook was finalized and the free 2H weapon rule created. I imagine it would be tough to synchronize that kind of thing, might even be impossible. The modellers are probably thinking "Dang those rules guys, why'd they have to come up with *that* at the last minute?"

A lot of the early scenarios (like in the journey books) let Harad have 50% bows, predating the Legions book. So the box of Harad Warriors still has 50% bows, even though LoME then came along and made the bow limit 33%.

Anyway, I think you're beating a dead horse. The rules aren't driven by the contents of the box and GW's synchronization isn't perfect.
