I think this would be nice

1.cavalry will cost 5/6 of their usual costs, except if they have lances
2.all heroes in your army must be from the same time(no elendil+gimli combo)
3.wizards may make one free wills of iron each turn
4.following command costs:
banner bearer: 25
hornblower: 10
captain: 35(when fight 6 or higher 40)
shieldbearer: 25
dragon knight: 35
hasharin: 40 points + sacrefical strike is optional(player may choose if he wants, otherwise assassin's blade)
magic command: 50
corsair bo'sun: 35(cost of drummer and banner bearer together)
taskmaster: 15
goblin drum: 50
5.in epic rampage weapon bonusses don't work
6.good may select one formation in his army and may give them crossbows at 75 points extra costs
7.epic defence may be used after epic rage (taking your defence to 5)
8.epic charge will give you a 1+ on the charging roll(but doesn't affect unstoppable charge)

#5 is interesting and makes sense. However, wizards are already pretty powerful; I'm not sure they need more bonuses.

The rule on making cavalry cheaper is rediculous, yes they are fragile, but you have made them too powerful especiallly if they have lances. It's also impractical because most numbers won't divide into 4. Eg would Rohan Rider Eoreds be 20pts or 25pts. The 2nd is very reasonable. the mumak one, really bad, the reason haradrim can go on mumakil is because they spent years getting friendly with them and then training them to kneel so they can attatch the howdar etc, most animals are afraid of the nazgul, i doubt they would let one on top of them. wizards are already powerful, and it makes one of the worse nazgul even worse if all the others get free rolls as well. the command price reduction is a good idea, but you've missed one out - corsair bo'sun, how do you price that? last one is ok that.

1.cavalry will cost 3/4 of their usual costs

The only cavalry I have a problem with are the Riders of Rohan, which are collected by everybody and Cavalry with bows because they get so little shots that its worthless for 5 points a company. Overall, I'd leave it as is.

2.all heroes in your army must be from the same time(no elendil+gimli combo)

Sounds good!

3.heroes can enter mumaks, but only one each(why a nazgul can't go where a haradrim can!)

I think Mumaks are good enough without adding more special rules for them. Too powerful. Herioc Move every turn, no thanks. Refering to rule #2, if you can prove at any time said Hero rode a Mumak than be my guest.
Quote:
4.mumaks are not affected by epic rampage

Why not? Just deal with the Epic Rampage hero before engaging your Mumak. Good only have so many tactics up their sleeves while Evil has too many options.

5.wizards may make one free wills of iron each turn

Sounds good! Makes sense too.

6.command costs:

Sounds good!
Quote:
7.epic rampage at double cost when combined with 2h's or things such as narsil, no heroic fight+epic rampage

Seems a constant problem. Sounds ok.
My solution was that the Hero calling the Epic Rampage leaves the command company and takes command of another company in the formation and leads them on a Rampage and then returns the command company after battle. It solves the Narsil/Epic Rage combos although not Herioc Fights. Have your hero call Herioc Fight before or after he calls Epic Rampage and problem solved.

First, Slythar, about the mumakil, I meant it as if you have an epic hero on the mumakil as in 2, next, thanx all for the reactions, and i'll abandon the rules about the mumakil. And finaly, Slythar, your option for rule 7 sounds great! I don't have much time now, so I will place the new rules later

6.good formations with at least 3+ shoot value may choose to be armed with crossbows

Hobbit archers, Outriders, Rangers and elves all with Xbow :o

Dwarf Rangers however is slightly more believable

If your having a problem with xbows ether make them st3 or reduce there range to 18". Or one we have tried that worked well, if they shot last turn then this turn the fire at half effect (Like throwing weapons)

okay, I though it's strange that evil has crossbows and good doesn't, so I made the rule.
I have an idea: only one formation in your army may have xbows for 25 points(expert riders 50 points)

Well Isengard is supposed to personify all that is evil in terms of industry and modernisation, so yes!

To the OP, we just made it so xbows were unable to use heroic shoot (ie we said that the xbow rules applied in absolutely all cases) and have found that this balances Uruk xbow quite well. Corsair xbow are just too cheap to ever be balanced but many houserule them to be unable to use their Pavise shield in melee and I like to houerul Elven longbow to ignore shields, so that might be an option.
