yes. exaustion says until the caster reaches 0 will points. the staff tells you yu can expend a point of will without reducing the will store, doesnt mean you get 1 point of will on your store to be used.

or in other words, yu can use 1 will point and your Will store will still be at 0.

Yes, the exhaustion spell will expire if the caster's Will pool reaches 0 even if the model benefits from a free point of Will each turn.

Other noteable units besides wizards or galadriel etc are Shaman and Thranduil. I run into people all the time on this site or sometimes in person that dont realize even though their spell is cast when their will is sapped or used their spell is gone. Especially with Thranduil. It may be a simple thing to some, but I notice people forgetting a lot.
