Bow Limit on Garrison of Dale?

It seems bizarre to me, but I can't find in TaBA or TH rulebook where it says the Garrison of Dale gets 50% bows, only their 3+ shoot special rule. Is this correct, they Dale still has the 1/3 bow restriction? I could have sworn they got 1/2!

can you point out the page? I only read about the Shooting upgrade, nothing about the 50% limit
