Pretty good, there's two things I'd change though. I'd swap Haldir, Defender of Helm's Deep, for normal Haldir or Rumil. I'd also get more Galadrim with shields.

Looks nice, but I think you lack some strong troops. Maybe find some way to squeeze in some Galadhrim knights, guards of Caras Galadhon, or wood elf sentinels.

Dude if i hear someone say this agian im gonna have to go on a big argument agian.. Don't swap Haldir, Defender of Helm's deep for normal haldir unless you want to. there both as good as each other in some ways, It just depends on your opinion so just use the one you like best or think will benefit you most.

Indeed, the normal haldir has the only benefit that it can shoot twice, the defender has a nice trick when it dies. I'd suggest taking Rumil though, the parry is way to good IMHO. And Rumil has D6, this and the parry outweighs the one str4 hit the enemy gets when Haldir is slain (IF haldir dies that is).

Anyway..
I'd ditch the elven cloaks. Perhaps you want to have it on legolas to prevent enemy shooting, but IMHO the cloaks are way to expensive to give to your normal warriors. It saves you 40pts.
I'd also give legolas armor, 5 points to have D5 is a huge difference.
I would split the 18 Galadhrim. Give about 10 a shield, and 8 not. Let's face it, you have given all your spear models a shield, but the focus of these models is to support the fighters right? So why give them a shield?
Keep the Galadhrim and WE archers close together, so that you can volley. Put the Galadhrim in front and the WE's behind it, this way you wont need the cloaks if you hide the WE's enough behind the Galadhrim.
Also, you say you have 60 models in the force, then use the Elven bow's potential to the maximum. 60 Models means that you can have 20 bows. In an elven force, ALWAYS get 33% archers. The shooting will prove vital, especially since your almost always outnumbered.

I would not give elven blades to the WE warriors, 1 point for a weapon that you will not use all the time is a waste IMHO. And since you already have some elven blades on the Galadhrim, I wouldn't give the WE's. I find that I keep the WE's a bit at bay, I won't get them in a fight solo if I don't want to interrupt a strategy of my opponent. Also, you don't want to lose fights with the WE, 'cause that almost always means the WE's death.
I always forget the throwing weapons in game, so I can't say that much on them (that's a reason I don't use them that often.. :P)

One thing I'd say is to get more WE spearmen, I don't use the Galadhrim spearmen because of the points, and the WE spear can be used as a shield, which outweighs the extra D the Galadhrim have IMHO.

So these things in mind I'd get a force something like this:

Rumil
70
Legolas - armor
95

8 GW - Elven Blade
72
11 GW - Shield
110
14 GW - Bow
140

9 WE
63
16 WE - Wood Elf Spear
128
8 WE - Bow
72

750 pts
66 Units
2 Heroes
33% (22 units)

This is a way I'd go. Not the 750 force I'd use, but something in line with yours. Hope this gives you some tips on building your own army your way ;)

The 11 GW with a shield should have a spear. The blade is useless for them, and the spear is free. I'd also drop 2 models and give all the normal WE throwing daggers.
