Is the Mumakil Chieftain able to take the same upgrades as a normal Harad Chieftain (ie.Bow)?

Have you read the description in the Mumaks entry. The 'free' commander is a normal Harad Cheiftain with armour and spear. He has no options other than to be upgraded into a Mahud Beastmaster Chieftain.

Yes, but it didn't state that the Cheiftain couldn't be, but if so it doesn't matter.

I'd imagine he would be too busy controlling the Mumak. There aren't any other upgrades available, so no he cannot take a bow for example
