Just wanted to check I have this right.
When attempting to charge a terror causing piece do I move my model to within one inch and then test before I make the charge move or do I take the test before I move at all.
My opponents think I take it before any move but the rules for it describe it as being done before charging.

I'm still on the one ring rule rule book not the hobbit.

before you move as technically you are supposed to 'declare' the charge at the start of the models move. The whole LoS thing and all that. Thats how we play it.

But the rules say that a player can move to within one inch of an enemy as long as he doesn't enter his control zone. Then it says he can decide to charge. The rules on when to test for terror states that it is done before charging a terror causing model.

So IMO that means you can move to within one inch before you test for terror. If you fail your stuck there if you pass you charge.

Any thoughts?

I think your interpretation is wrong, cause the rulebook states before the model moves (at the start of it's move)

You have to declare your charge before you move, otherwise the line of sight rule would be pointless. Therefore, you have to roll for terror before you move.

Too add the this point, if it didn't work this way then Hunter Orcs on Fell Wargs would be even worse if everyone could do what they can.

my community never declare charge's XD we just agreed we cant charge if they cant see it and if they end up charging a terror foe and fails the test they stop 1 inch of the model but i guess that's just a house rule though XD

Rules don't say that at all, read Terror on page 83. "...must take a Terror Test BEFORE it moves."
In the old, old rules, you tested when moving to within 1" but was changed from the big blue book and Hobbit.
