Ok so if i am fielding Gildor, can Wood Elves allied in from Lothlorien be upgraded to Noldorian Exiles?

The exact wording on the faq is that he lets you upgrade any wood elves in your 'force' to Noldorian Exiles, not just your Eregion contingent so i'm assuming i can have ol' Legolas leading some Usain Bolt elves but who knows... What do you guys think?

"• If your army includes Gildor Inglorien, then you may
include Wood Elf Warriors in his warband (see page 27).
Furthermore, you can upgrade any number of Wood Elf
Warriors in your force to Noldorin Exiles at a cost of +1
point per model. Noldorin Exiles have Move 8"."

The odd thing is that you can't upgrade Gildor...
