Seeing as GW decided not to make a foot model for these guys Ill be making 4 entirely different foot versions..

Should be legal, it's a foot replacement model for a unit which GW hasn't produced an appropriate foot model. Of course, not legal to field the Son of Eorl on foot outright, but legal to use such a model if his horse is killed.

No. it's entirely not GW legal. The only part that is, is the shield. The majority of the model must be self-sculpted or GW-made (with a massive preference to the latter) to conform to GW legality.
