From what I've been able to discern, mini rulebook owners are only missing the scenarios, hobby, and photo sections. That is really a great gift from GW.

It was a free use PDF file. So, though I don't think you can repost it for download, you can send the file via email to someone. I have it on my computer among other GW pdf's.

It was freely distributed on the company's website. I really don't think they would have any reason, or even any legal backing, to tell us to remove it. I can see why the mods wouldn't want it posted, but there really shouldn't be any problem.

Worth pointing out, it seems the FAQs at least are available on the Black Library.
