It says under Citadel Guards in the Minas Tirith Army List that they must choose a hero of GONDOR to bodyguard, does this mean Minas Tirith and fiefdoms?
Gondor makes me think both lists, but then why didn't they say both lists and save the confusion?

It's one of the rules that was kept from the old army system I believe when Gondor included all the sub factions.

For personal games I'd say Minas Tirith & fiefdoms...but officially I'd say just for Minas Tirith

Gondor would be both lists, I'd expect that officially too. Minas Tirith is only a part of Gondor, just like Fiefdoms.

Thats great to hear, I think I could reasonably argue that at an official game since they are the FIEFDOMS OF GONDOR.

In official games, Gondor = Minas Tirith. So citadel guard can only bodyguard to Minas Tirith heroes.

No, they are in separate lists. That has nothing to do with whether they are "Gondor".

That's just...not right. But it's GW's call I guess.
