I know there are rules for the werewolves in WotR, however I have no use for that gaming system. So I was wondering if someone could tell me if these things are considered heroes, minor heroes or just some sort of warrior...what size base do they belong on and what do people use to represent them in a game?

Thanks in advance! :)

There are no models, so we have no idea what GW intends.

They are a single infantry tray (so 8 models, no more and no less) or "rare", so I'd guess that they would be equivalent to elites of some kind, so maybe heroes (in the same vein as the Dunedain are heroes).

As for models, there are none, but I was planning to get Wargs, cut their limbs off at the join, reposition, cut their head off (at the mane maybe), cut a triangle off from under the chin and glue the head on at a perpendicular angle to before, reglue the "spare fur" into the big hole and sculpt fur over joins and holes...

They also go on 25mm bases, although 40mm makes sense and would be acceptable, IMO. (Running on all fours or just big and burly).

Thanks Hashut's Blessing, that helps! :)
I recently purchased one of these things from Enigma Miniatures.

Cool Wolf.

I think it would make more sense for the wolves to be on 40mm bases since wargs are. Lookin forward to seein these models painted

On top of that you could also get some normal humans and call them werewolves and just say their like this cause they haven't transformed yet (followed by pointing at the sky and saying "see there isn't a full moon" :P) Some Empire flagellants would make good representations.
