is it worth getting a vallejo starter paint set?

Hey this is the paint set im thinking on getting to add some more paints to my collection and get some different variety. Is this a good paint set? is Vallejo good?

It's most certainly worth it.
I've never used vallejo's paints myself but I've only heard good things about them. (though it seem that citadel metalics are a bit better)
You get good paint for a fraction of the gw price so I would most certainly call it a bargain.

I use a lot of vallejo paints, and they are really good. Citadel metallics are better though, and vallejo Dark Green is terrible, but other than that I would highly recomend them.

Another thing, what does an 'opaque' paint set mean and how does it differ from anything els?

In regard to Vallejo, I believe that their opaque paints are essentially their version of foundation paints like the GW ones.

Not quite, their Foundation Paint equivalents are named as Heavy X, as in Heavy Blue is supposed to be the same as Mordian Blue Foundation Paint. Opaque here means just that they are opaque as opposed to transparent (like inks and GW washes), that is, when you apply a layer of colour, it covers well what undercoat is under it.

In general Vallejo Colours are good but beware their greens. I have had bad experiences with them and have heard others complain about the greens as well.

So out of these paint sets which one would you recommend for lotr? as most are my paints are based around WoMT and their armour and I want to get a wide range of paints to deal with whatever miniature comes my way.

The extra opaque paints have massive amount of pigment and they can cover pretty much any basecoat colour with just one or two thin layers. This is very useful for painting colours like reds and yellows which are really hard to get bright and smooth over black undercoat. The downside is that these paints are a bit muted and not as bright as the "less opaque" alternatives. It's really a trade-off between the brightness of the colour and the amount of work you need to do to get smooth coverage.

I use paints like that (e.g. the GW Foundations) to paint a smooth basecoat and then work over them with more colourful paints like regular Vallejo and GW paints. For example, the GW Mechrite Red is an excellent base to get smooth Blood Red without any undercoat showing through. On the other hand, some people like the muted Foundation (or Vallejo Heavy) colours just because they look less bright and more realistic in a Middle-earth setting.

are from my understanding the "normal" paint range and then there is

Vallejo opaque paints are just regular paints, equivalent to the standard Citadel paints, opposed to Inks or Washes, wich dry transparent.
Vallejo equivalent to the Foundation paints are called Extra Opaque, and the are supposed to have really good coverage, even with fancy colours, with all sorts of basecoat.
