This is just something I've been wondering about (and my brief check didn't resolve anything) but did Harad have an official Navy like Gondor or did they just rely on the Corsair fleets? Harad knowledge really isn't my strongpoint and I'm not even sure of political hierarchy and whether there would be anyone to command a fleet. I was just thinking about the common Corsairs=Pirates stereotype and was wondering if they would act like Privateers for Harad?

Seeing that Umbar is sort of the capital of Harad, the corsair fleets there for are kind of the only navy for Harad. And as for who would command the fleet? well Dalamyr of course.

Considering that most of Harad consists of vast swathes of desert, I'd say the Corsair fleet was the only navy to speak of. With Umbar's dominant position on the coast, I doubt the Corsairs and their masters would tolerate the existence of rival fleets. Of course, theres no reason why the Corsairs and Haradrim wouldn't have cooperated. The Haradrim may have used Corsair ships as troop transports during invasions, or they have participated in Corsair raids.

I see now that my question should have been more about how the Corsairs fitted into Haradrim society and whether they were a separate faction of Haradrim or simply sea-faring Haradrim. I suppose if the Corsairs were the ones in charge of Umbar, then they would have controlled it's fleets, though there might be a chance for some unknown lesser coastal city to have a small fleet.

The corsairs were the descendants of the Gondorians who fled Gondor after the civil war, so they would consider themselves above the normal Haradrim.
