Yes, but he does cost more, and, in an elf army, I think I need to try and conserve points for cheap allies like oathsworns. Also, I think that, from his stats, Cirdan does look useful (Epic Defence, a "fury" save, Magic that reduces the enemy's courage when most of your army has terror) (and fv5 for some oathsworns!
). Thranduil is definately more useful but he costs a lot more and cirdan is good for how I'd like to play,

Haldir is undoubtedly very powerful, but, here I am looking for a hero who can hold a formation together and reduce casualties of squishy troops rather than a hero who can kill off troops at random 3 times in a match.
